TEXAS WATER DEVELOPMENT BOARD SELECTS
NEW EXECUTIVE ADMINISTRATOR

AUSTIN (April 17, 2002)

The governing board of the Texas Water Development Board (TWDB) today named J. Kevin Ward as the agency's new Executive Administrator. Ward replaces Craig D. Pedersen, TWDB Executive Administrator since July 1, 1991, who recently accepted the position of Vice President for Water and Wastewater-Texas with URS, a multinational engineering consulting firm. Mr. Ward has over 18 years progressive experience in public and private sector governmental management positions. Before joining the TWDB in 1987, Ward was the Corporate Secretary/General Manager and Controller of Texas Utility Management Services, Inc., and served as Vice President/General Manager and Controller of Aqua and Associates, Inc. He has served the TWDB in various capacities including Financial Analyst, Finance Section Chief, and Assistant Development Fund Manager. Most recently, Ward has served since March 1997 as the TWDB's Deputy Executive Administrator for the Office of Project Finance and Construction Assistance (OPFCA). OPFCA provides low-cost financing programs for water and wastewater infrastructure and other water-related projects for communities throughout the State of Texas. Mr. Ward received a Bachelor of Business Administration degree in Accounting from the University of Texas at Austin. Madden, Jr. "His proven record of accomplishments throughout his 15-year career with the TWDB is sound evidence of his sincere dedication to the agency and its mission," he added. "Mr. Ward's leadership, combined with the ongoing outstanding efforts of the staff, will ensure the continued provision of the highest quality services by the Texas Water Development Board to the citizens of the Texas."

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional planning, preparing the State Water Plan for the development of the state's water resources, and administering cost-effective financial programs for the construction of water supply, wastewater treatment, flood control and agricultural water conservation projects.
